What Moya and I know of the Tarkans is limited to an encounter that some members of the crew had with a band of Tarkan freedom fighters.
Operating from secret bases, the Tarkans engage in daring humanitarian acts. For instance, when the planet Cavari was suffering from a massive and deadly plague, Tarkans bravely broke its quarantine to deliver food, water and medicine to its desperate citizens. By this act alone, the Tarkans saved many thousands of lives — and this is merely one example of their work. Noranti assures me that there are many others.
Tarkan freedom fighters are technologically advanced, although their equipment is typically designed for defensive, not offensive, purposes. In addition to the Tarkan shield belt, they devise elaborate booby traps and alarms to guard their hidden bases from intrusion and protect their accumulated wealth from theft. The Tarkans apparently are not so naive as to think that their good deeds give them immunity from betrayal, greed or would-be thieves. Clearly, this species is as wise as it is benevolent.
